ATHERTON — CALIFORNIA58 LOCAL. Atherton’s Town Council introduced amendments to its construction and demolition waste rules on October 21, 2026. The proposed changes would modernize reporting and clarify enforcement while retaining the town’s 75% waste-diversion requirement.
What residents should know
Town staff discussed recommendations from R3 Consulting and the new exclusive construction-debris box franchise with GreenWaste Recovery that took effect January 1, 2026. Under the planned system, builders would use Green Halo for tracking instead of the existing deposit system, with the transition scheduled for January 1, 2027.
The amendments also seek to clarify which hauler may provide roll-off containers and allow administrative citations for continuing violations. During the hearing, councilmembers discussed how warnings or penalties might affect projects with existing permits.
The council introduced the ordinance and waived the first reading, but this specific October 21 action was not necessarily the final adoption step. Contractors should review the enacted code and implementation guidance before changing their compliance procedures.
Construction waste management affects landfill demand, project administration and neighborhood impacts; compliance details should come from the town’s official building department.
